People are like that all over the world but somehow there are more in Romania and a fair few in Italy as well. The government should really pull its act together and draw in some laws which aren't enforced to simply take your money and that will be obeyed. If it works for other countries it should work there too. Otherwise they should just lose their cars and licenses. Also, having more 2 laned roads and fixing the potholes would help.
